¿Puede la gobernanza de las migraciones ser social? (Can the governance of migrations be social?)

Governance, conceived as the incorporation of new private actors to spaces of discussion and deliberation as well as to the provision of public services, is presented as an innovative form of institutional policy. The phenomenon of immigration has opened the door to the application of multiple experiences of governance in areas such as reception, integration, and labor market participation. The main critics to this model refer to the lack of transparency, democratic deficits or economic pre-eminence in front of the public and social. This article presents a series of reflections on the possibility of establishing mechanisms to provide a social perspective to the new model of public action in the field of immigration.
La gobernanza, entendida como la incorporación de nuevos agentes privados a espacios de discusión y deliberación así como a la prestación de servicios públicos, se presenta como una de las formas innovadoras de política institucional. El fenómeno de la inmigración ha abierto la puerta a la aplicación de experiencias de gobernanza en múltiples sectores como la acogida, la integración, el mercado de trabajo o la participación. Las principales críticas vertidas desde posicionamientos de izquierdas y movimientos sociales responden a la falta de transparencia, déficit democrático o preeminencia de los agentes económicos frente a los públicos y sociales. En este artículo se plantea una serie de reflexiones en torno a la posibilidad de establecer mecanismos para dotar de un carácter social al nuevo modelo de acción pública en el ámbito de la inmigración.
