The articule distinguishes and analyzes two generations of regional laws on popular legislative initiative. The first of these regulations generations, which would begin in 1984, is characterized by that institution set very narrowly and resulted in its inoperability. In the second generation, however, which would begin in 2006, citizen participation in the legislative sphere through the popular initiative is facilitated.
