La persistencia del paradigma de seguridad en la regulación de los impedimentos de ingreso en la legislación migratoria chilena
(The persistence of the security paradigm in the regulation of entry requirements in the Chilean immigration law)

Esta investigación tiene por objetivo explorar la regulación de los impedimentos de ingreso en todas las leyes migratorias de Chile (1918, 1959, 1975) y en sus proyectos de reforma (1993, 2013, 2017 y 2019). Esta revisión demuestra la continuidad en una concepción de seguridad en la regulación de esta institución. El artículo subraya que pese a la incorporación explícita de derechos a favor de los migrantes en las reformas promovidas desde 2008 hasta la fecha, la comprensión acerca de los requisitos de ingreso no ha cambiado sustancialmente, lo que permite sostener la mantención del paradigma de seguridad en esta institución por más de un centenio.
This research aims to explore the regulation of entry requirements in all the immigration laws of Chile (1918, 1959, 1975) and in their reform projects (1993, 2013, 2017 and 2019). The analysis shows a continuity in how this institution has been conceived over time, in particular in regard to its security dimension. The article stresses that despite the explicit incorporation of rights in favor of migrants in the reforms promoted from 2008 to the present, the understanding of entry requirements has not changed substantially, which highlights the maintenance of the security paradigm in this institution by an entire centennial.
