This article analyzes the relationship between international reference frameworks that focus on PPP in relation to the third sector and their effect on Gipuzkoa’s social care system. That is to say, to understand the reality of the relationship between the third sector and the public sector focusing on legal regulation and comparing it with the implemented reality. In this way, we question the existence of what is known as the ‘guipuzcoan model of social care’ that is characterized by a high private participation but contracted by the public administration. Comparing the three historic territories of the CAPV with international reference framework, we can conclude that none of them adjusts to any reference model, and that in fact, the models, even though valid for guidance, are not applied in any of the studied territories.
Este artículo analiza la relación entre los principales marcos de referencia internacional que examinan la colaboración público privada en relación con el tercer sector y su incidencia en los servicios sociales del territorio histórico de Gipuzkoa, es decir entender la realidad de la relación entre el Tercer Sector y el sector público en el marco de las principales referencias internacionales estudiadas a la luz del modelo propuesto en la normativa legal y compararlo con la realidad implementada. A este respecto, se cuestiona la existencia de lo que se conoce como ‘modelo guipuzcoano de servicios sociales’ que se caracterizaría por una amplia participación privada pero de forma concertada con el sector público. Del análisis comparativo de los tres territorios históricos de la CAPV en relación con los marcos de referencia internacionales se concluye que ningún territorio se ajusta del todo a un único modelo de referencia y que por ende, los modelos, aunque válidos de forma orientativa, no se aplican puramente en ninguno de los territorios estudiados.
