Models of cross-border governance between the regions of New Aquitaine, the Basque Country and Navarre

This article addresses the impact of cross-border governance on the territorial configuration of the regions involved. Based on the literature on the subject, a typology of three models of cross-border governance is established, with their respective main effects: territorialisation, deterritorialisation and reterritorialisation. This typology will be applied to cross-border collaboration between the regions of New Aquitaine, the Basque Country and Navarre, focusing on two mechanisms through which it has developed: the Euroregion that bears their names and the Western Functional Area (AFOMEF). This model will be applied using a qualitative methodology, based mainly on a documentary analysis of the regulations governing both mechanisms. The results will show the eminently functional nature of both, although their symbolic dimension also makes them ‘soft tools’ for the reconfiguration of the territories involved.
