The regulatory and political system of the Totonac community of Las Flores in the municipality of Mecatlán, state of Veracruz in Mexico is governed by several principles, some of which are the principle of obedience to community agreements, the principle of a transparent life, and the principle of sharing. In this paper the authors discuss these principles and the rules that relate to them in the context of the duty to consult indigenous peoples in Mexico and the relevance of establishing agreements with the Totonac people of Las Flores. This article has as ultimate aim to collaborate in the implementation of agreements between this locality and the different levels of normative creation for the definition of the future and evolution of law in this region.
El sistema normativo y político de la comunidad totonaca de Las Flores en el municipio de Mecatlán, estado de Veracruz en México se rige por varios principios, algunos de los cuales son el principio de la obediencia a los acuerdos comunitarios, el principio de la vida transparente, y el principio de compartir. En este documento los autores discuten estos principios y las normas que se relacionan con ellos en el contexto del derecho a la consulta indígena en México y la relevancia de establecer acuerdos con el pueblo Totonaca de Las Flores. Este artículo profundiza en el estudio del sistema normativo de esta comunidad con la finalidad última de colaborar en la realización de acuerdos entre esta localidad y los diferentes niveles de creación normativa en México y el mundo para la definición del futuro y la evolución del derecho en esta región.
