Inmigración en España: del mercado de trabajo a la plena ciudadanía (Immigration in Spain: from labour market to full citizenship)

Abstract

The article defends a vision of immigration that underlines that immigrants are citizens and subjects of rights. It does it from a logicl contrary to the "repressive liberalism" governing policies related to the "migrant question" in many European countries. After briefly explaining the appearance of the "Immigrant Spain ", the article shows some aspects of the incorporation of immigrants in the labour market and the great contrast that it occurs between the two sides of this phenomenon: the remarkable contribution of the immigrants to the economy and Spanish society, and the unequal treatment and discrimination that some of them. The last part of the article argues that a democratic society, which aspires to be a fair society, must combat discrimination and implement integration policies on, for and with the immigrants and policies on equal opportunities based on the "3R": Redistribution, Recognition and Representation. The end of the text stresses the need to strengthen the (old) Redistribution policies with the (new) policies for the Recognition, because only the latter without the formercan lead to undesirable parallel societies.

El artículo defiende una visión de la inmigración que ponga el acento en que los inmigrantes son ciudadanos y sujetos de derechos. Y lo hace desde una lógica contraria al “liberalismo represivo” que preside las políticas relacionadas con la “cuestión migratoria” en muchos países europeos. Tras explicar brevemente la aparición de la “España inmigrante”, muestra algunos aspectos de la incorporación de los inmigrantes al mercado de trabajo y el gran contraste que se produce entre las dos caras de este fenómeno: la notable aportación de los inmigrantes a la economía y la sociedad española y el trato desigual que reciben y la discriminación que padecen algunos de ellos. La última parte del artículo defiende que una sociedad democrática, que aspire a ser una sociedad justa, debe combatir la discriminación y ha de poner en marcha políticas de integración de y con los inmigrantes y políticas de igualdad de oportunidades que se basen en las “3R”: Redistribución, Reconocimiento y Representación. El final del texto insiste en la necesidad de reforzar las (viejas) políticas de Redistribución junto a las (nuevas) políticas de Reconocimiento, porque éstas últimas sin las primeras pueden conducir a la existencia de indeseables sociedades paralelas.
